I have a 50mW Green laser pointer, but when I shine it the beam only reaches full power for less than 1 sec?
What is wrong with it, and can it be fixed

Could be that it is overheating in the control circuit or laser diode itself. Also the batteries may not be able to sustain the current, as these usually have a high power infra red laser pump source … to make the green. Try rechargeable battery types which can sustain the higher currents.
Be aware that laser pointers with powers greater than 5 mW are considered hazardous to the eyes, and not suitable for general usage. It is easy to get a very concentrated spot in the eye from "specular reflection", meaning a reflection that is focussed to a fine spot by surface irregularities, increasing the energy per unit area. This can leave "permanent black spots on the retina".

possibly thats the power used by the laser and not whats given out other than that no idea what sort of reduction in output are we talking?

I think you should ask some one professional to fix it,it may be a litte bit dangerous.
