What is blinking green light in back of cpu under power connector?

computer will not power up all of a sudden and I heard a "ticking" sound that came from the back from a little green light blinking under the power connector. What does this indicate? thanks
It is not internet, in fact nothing is connected and this light is the size of a pencil eraser as it is round.

    Your shit is grounded, happened to me yesterday.
    1/3 of chance your PC will come back to life, otherwise you grounded your power supply.

    I was lucky enough, my cousin explained it to me and while he was explaining, my computer turned on.
