why wont my computer start when i change my power supply settings?

when i change my power supply from the 115v option to the 230v option my computer wont boot up everything comes on but the green power light turns orange and nothing pops up on the screen. I need or at least think i need the extra power to run a new graphics card i just bought which requires a 450w power supply. any suggestions?

    That switch on the back of your power supply is not the Watts of the power supply it’s the VOLTS. Standard US outlets are 120 Volts with 60 Hz. Power Supplies are designed for moe than just USA use.
